I think Victor Hugo starts every section with a detailed description setting because he wants us to be catched up and informed. I agree because we should be able to understand the history and imprtance behind many things. Important places in my life are really only the homes I use to live in. They're important to me because thats where I grew up and lived most of my childhood. They have because they helped me notice how no matter how you are raised you will be the only one that forms and decides the future.
